The United Kingdom and the United States have agreed to a landmark trade agreement that will guarantee no import taxes on British medicine products being sold in the US market.

The Terms of the Accord

In exchange for the tariff guarantee, the UK has agreed to raise spending on drugs through the National Health Service (NHS). This commitment ensures that import taxes on these crucial products will be held at nothing for a period of the next three years.

This agreement comes after earlier threats to significantly raise tariffs on patented pharmaceutical products, with potential rates floated reaching 100%.

"This arrangement between the UK bolsters the international landscape for cutting-edge drugs and brings much-needed fairness to U.S.–U.K. pharmaceutical trade," a release declared.

Commercial Impact

Medicines represent one of the Britain's biggest goods shipped to the United States, which is clearly the biggest destination for leading UK drugmakers.

Trade data show that in the year to the end of September, the UK sold pharmaceutical products totaling £11.1bn to the US. This figure accounted for a significant portion of total UK exports in that timeframe.

"This deal safeguards work, boosts funding and paves the way for the UK to become a international leader for medical research," the Business and Trade Secretary remarked.

Key NHS Changes

The pact involves several notable pledges from the UK:

  • Higher Cost Ceiling: The UK will increase the cost ceiling at which it deems new treatments to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to increase total public funding on drugs from 0.3 percent of the national economy to 0.6 percent over the coming ten years.
  • Payback Limit: The sum drug companies must refund to the NHS to control costs will be restricted at 15%. Previously, rebates were more than twenty percent.

Industry Background

The deal takes place against a protracted tension between the drug companies and the British authorities over spending levels and regulatory access.

The disagreement were exacerbated by assertions that American consumers were charged a premium for the same drugs than consumers in the UK and Europe.

Over the last 18 months, several large drug company projects in the UK have been paused or abandoned, while substantial funding commitments have been announced toward US facilities.

A senior figure stated that the NHS must invest a greater share on medicines, noting that its expenditure on drugs had decreased as a share of its total funding over the last ten years.
